Summary
The Integrated Curriculum and Instruction (ICI) Learning Support Organization is designed to support schools in their quest to prepare students to master the new basics of the 21st century — thinking and problem solving — and meet the high demands of a global economy. We support school leaders as they enhance and refine a variety of instructional and professional development methodologies driven by data and culled from accountability tools and resources to promote academic achievement across all content areas. ICI works with principals to ensure that students are engaging in higher-order thinking tasks and using a variety of technologies with ease and confidence. ICI works hand in hand with schools to ensure that students can work and problem-solve collaboratively in an environment of mutual respect, as well as build and challenge one another’s thinking.
The ICI Research and Development team of field experts bring to each school a deep knowledge of current research and proven effective practices in instruction and data analysis. Along with their Executive Officers for Instruction and Network Support Specialists, they provide high-quality professional development to ensure that our schools’ thinking curriculum is rigorous, standards based, and assessment driven and also delivers daily quality instruction resulting in high levels of student learning and achievement. The ICI team understands that every school is unique and requires customized services to build and continue the work they have been doing. Whether a principal would like intensive technical coaching or prefer to partner only as needed, our schools can choose from among a wide range of tailored services, institutes, study groups, workshops, and other supports.
Key Service Offerings
ICI provides high-quality services to schools through one-on-one consultations, site visits, network meetings, planning sessions, professional development institutes, study groups, and provides schools with up to the minute professional literature on a variety of topics. Our team also coordinates the services of within the DOE as well as with outside service providers, and university partners.
Accountability and Instructional Supports:
ICI customizes and differentiates support to principals based on schools’ needs and requests. The team facilitates the planning of curriculum maps and units of study, coaches schools in developing and analyzing data, monitor student progress, and in planning strategically to meet accountability targets. Services include:
- Facilitating institutes for principals across content areas and school levels;
- Designing study groups for principals, assistant principals, coaches, and lead teachers within and across networks;
- Assisting content-area middle school and high school assistant principals in coaching and supervision in their disciplines;
- Training coaches and teachers in methodology, instructional approaches, assessment and strategies and much more!
Special-needs Support:
ICI facilitates professional development services and support to our schools in response to specific needs of English Language Learners and Special Education, Gifted and Talented, and at-risk general education students. Our team can coach schools in how to align curriculum and student support services to meet the specific needs of identified groups. These differentiated services include:
- Facilitating institutes for principals across content areas and school levels;
- Designing study groups for principals, assistant principals, coaches, and lead teachers within and across networks;
- Assisting content-area middle school and high school assistant principals in coaching and supervision in their disciplines;
- Training coaches and teachers in methodology, instructional approaches, assessment and strategies and much more!
Youth Development Support:
The ICI team of Executive Officers for Instruction and Network Support Specialists in collaboration with selected community-based organizations assists schools in research-based curricular practices to develop the emotional and psycho-social domains. The team organizes professional development that supports the academic, emotional, social, and psychological development of students. They also coach schools in developing services for youth and support schools with the development and dissemination of the school safety plan and the Comprehensive Educational Plan. Additional services include:
- Supporting coaches and teachers in sustaining a culture of respect and cooperation through instructional practices and programs, such as conflict resolution and peer mediation.
- Coaching schools in strategic programming to improve student attendance and reduce dropout rates.
- Connecting schools to CBOs and other external non-profit organizations to facilitate relationships that reduce social barriers to success and assist in developing programs and practices that personalize the secondary school experience.
- Providing professional development opportunities for high school guidance counselors, high school assistant principals and assistant principals of pupil personnel services.
Organizational and Professional Development:
Our premise, sustainable leadership for the 21st century, is the foundation upon which we provide professional development and organizational support to our schools. Our work with nationally known researchers and educators, such as Doug Reeves, Lily Wong Fillmore, Ellin Keene, J. David Pearson, world-class arts institutions, and others provide a venue for helping schools to build capacity to sustain a high-quality teaching staff. Our team coaches schools in monitoring the effectiveness of staff development as measured by student learning outcomes while sharing exemplary professional development strategies that meet the Standards for Professional Development. Services include:
- Training and ongoing support of key personnel such as assistant principals, coaches, and teacher leaders in proven, successful theories and practices.
- Forming professional learning communities around a “thinking curriculum” — standards-based instruction, assessment driven instruction, integration of the arts and technology, and career opportunities.
- Facilitating connections with service providers and coordinating efforts in customizing services.
- Disseminating information on current research around teaching and learning through web sites, e-mails and network meetings.
Additional Supports:
- A dedicated operations liaison, data analyst and legal advisor for each school.
- An arts specialist to facilitate workshops and coordinate all arts training for teachers.
- An instructional technology specialist to provide workshops and support schools with developing technology plans and Web sites.
- Training and placement of Reading Recovery teacher leaders.
- Intensive preparation for the Quality Review process.
- In-depth analysis of the Progress Report.
- Opportunities for summer professional development for principals.
- Opportunities to develop the interests and talents of future school leaders through ICI’s unique Sustainable Leadership Program.
- Regularly scheduled middle school assistant principal meetings in the four core content areas
- Bi-monthly assistant principal content meetings.
Organizational Design
Member schools of the ICI Learning Support Organization (LSO) will be part of a network of approximately 15–22 schools matched by common instructional methodologies, grade configurations, and targeted student and/or school needs. Schools may self-select their network to the extent that capacity allows; or, in consultation with ICI, they will be matched to an appropriate network. Each network will be supported by an Executive Officer for Instruction and Network Support Specialists. All efforts will be made for networks to meet at geographically convenient locations and for cross-network sharing and learning.
Leadership/Experience
The ICI Senior Leadership Team is comprised of highly experienced educators and administrators who have a vision coupled with a systemic approach for improving schools and systems within a school.
Chief Executive Officer, Judith Chin, was the Superintendent for Region 3. She was also previously the Executive Director of the Division of Curriculum and Instruction and Superintendent for Recruitment and Professional Development. Her responsibility is to implement the vision and mission of ICI.
Deputy Chief Executive Officers, Dorita Gibson and Charles A. Amundsen, are experienced Regional Superintendents and former middle and high school principals, respectively, accountable for actualizing the vision and mission of ICI.
Executive Officers for Instruction are school district administrator-licensed, previously Local Instructional Superintendents and principals or district managers for curriculum and instruction, accountable for providing direct support to networks and coordinating the services of network school specialists.
Executive Officers for Research and Development are content experts in the field of education, accountable for providing up-to-date research-based practices and professional development in leadership, curriculum and instruction and pedagogy. Brenda N. Steele, formerly the Executive Director of the Office of Curriculum and Professional Development for New York City Public Schools and an elementary school principal, is the Senior Executive Officer, Office of Research and Development, and serves to coordinate, monitor and supervise the Research and Development services to ICI schools.
Network Support Specialists are school administrator and supervisor-licensed staff developers and experienced teachers, accountable for the network specific training of coaches and teachers.

Comprehensive package which includes full access to a network leader, network support specialists, budget, data and legal support, as well as an extensive set of professional development offerings delivered by ICI’s unique Research and Development team. The cost of this package is $34,800.
Comprehensive plus CFN package that will enable interested networks of schools to receive customized operational support. The cost of this package which includes all the services outlined above in ICI’s comprehensive package is $34,800. There is no additional cost for the CFN package; however there’s a limit on the number of schools allowed in a CFN/ICI network.
Consultative package which will give principals access to a network leader and to the budget, data and legal support. The cost of this package is $26,500.
