The DOE enrolled approximately 20,000 NYC children in the program during the 2010-2011 school year with support from the Dollywood Foundation and a state grant. Back to Top Partners In Reading (PIR) PIR is a free early childhood initiative located in the New York City Housing Authority (NYCHA) community centers throughout the school year. Licensed teachers provide an instructional program that includes a rich and culturally varied relevant selection of children's literature and hands-on inquiry-based projects for students in first grade through third grade. PIR is meant to complement a student's regular education at a public school or private program. PIR classes are held Tuesdays through Thursdays at selected NYCHA community centers.
